No relay required, a model 60 pulls about 28watts.

Purple or blue goes to the spot you want to measure the voltage. It can be hooked up in the same spot as the red (power) wire.

Exactly, nice to have it come on with the bike and measure the battery voltage directly.

It is not illegal to have them on your vehicle. It could be illegal if they are operated on a public roadway. I have not had any issues with law enforcement noticing the lights.
Laws will vary by state, I think the Vermont inspection manual actually requires all lights, whether in operation or not, to be DOT-approved, but I haven't reviewed it recently. I'll cross my fingers with respect to nobody bringing that up with respect to my bike.

On the subject of a clipped beam—any chance there's an LED in the work with a low-beam-friendly pattern? I know it's possible to put LEDs on and aim them at the ground, but I'd rather have the light out in front of me as much as possible but still have a cut-off so I don't blind oncoming traffic. Heck, the technology seems to be at a point where you could have a dual-mode, single-lamp solution that provided a quality (i.e. good light where you want it, sharp cutoff) low beam as well as a bright-as-heck high/driving beam, but no one seems to have one on the market.
