Qld gov stamp duty

Oh knowledgeable 1's lend me your knowledge

Looking at buying a Qld property that is currently rented out and has tenants for at least the next 6 months. friggin stamp duty is a killer, close to $15k.
Does stamp duty get taken into account when a property is negative geared. Does it get used to help offset your income tax.
Also if it does what length of time does the house have to be rented out before we could move in but still take affect of the stamp duty offset.
