It happened a few times last year if memory serves me correctly, it must be something to do with the trucks starting later in the day and not making the broadcast deadline.

I think for transport stage they get a 1min penalty and for special stage they get a 10min penalty, which for all practical purposes puts the rider at the end of the line.
