If you mean the USA it is hit and miss state to state as all of our US states seem to have a mind of thier own when it comes to home built machines whether car truck or motorcycle. Here in states like any of them not on the north east coast, or Cali or some other west coast states, it is pretty easy to plate project bikes as long as they have all the needed safety equipment.

I think in most places, if you start with a titled frame, nobody is going to care what engine you put in it, California excepted perhaps.

Even NY only does a vague yearly safety inspection, i.e., lights, blinkers, tire tread, that takes about 30 seconds.

Shit you guys have it easy, usually need a full engineers certificate for engine changes / sidecar attachment, the list gets greater every year,
Minor changes on old bikes not so much, though if you get pinged by the cops or run foul at your yearly rego check [full mechanical in NSW], they can request a engineers certificate,
and if there is an engineers certificate for that bike or outfit, you have to carry it with you where ever you travel,
after you find a bike friendly bloke [engineer], who will pass your changes without too much hassle
Six states & two Territories in Australia and they're all different, except for the fact it's all good riding once you get passed the bullshit with state laws, police always like pulling up out of state plated bikes too!
but then I guess it's the same anywhere?
Cheers

XSs are all over the sidecar class in AHRMA: Looks like this one is Dellorto-equipped.

Got 2 sets from MikesXS in Florida, about 6 weeks ago, last time I looked - not available / withdrawn from sale?
Cost $50.00 aussie per set, noticed that they are included in a flatslide carby kit that Mikes sell.
Certainly work well on roundslide carbys, scary the difference it made, now further fine tuning and happy days are here!
Works by 'ramming' the mixture into the motor basically, dramatic increase in power
Cheers

Any chance of some photos close up?

Little project on the boil @ my place, should be fun, if nothing else it will make an interesting 'paddock basher',

Have welder can do! the local blokes call the one on 'Kenny' - a "dozer blade"
How would an XT600 frame work? a bit heavier construction to accomodate the extra weight of the XS motor.
Cheers
