As for the reporting to the cops, if it didn't happen if front of them they cant issue a citation. But you can, as long as you have the right plate and can identify the driver. When court time comes, cop will only show up to testify that the citation was issued. The rest is up to you.
The parking lot crashes can be investigated by the police, but most agencies won't due the time it takes and any citation will probably be tossed because it is private property. You can ask for a walk in report so there is something on file and a department case file assigned. It will at least give the names of those involved and it will not get lost (hopefully). This is the way it should be, but not how it happens. And if the first officer doesn't listens, ask for a supervisor. On another note, if it is a city department you can always ask for a county or state officer. Sometimes that helps.
