Nope!! Seneca isn't it, Paulina isn't it but you could get to both those places from here......If you ride far enough.....

The clue is the mountains in the background.

PeterMan is Correct! Mort you were close. The pic was taken on the Mitchell end of the Parish-Waterman road. It goes from Hwy 26 to Spray. Those are the Ochoco Mountains in the background. Yes there is fuel available in Downtown Mitchell. Both Cardlock and Public pumps, Next door to the City park. Camping is allowed in the park for up to three days and the bathrooms are spotlessly clean. We took a snack break in the park. Nice shade and cool sprinklers were a welcome relief from the surface of the sun temperature.

Beautiful downtown Mitchell

Parish-Waterman Road:

This is the pic that made me think of Spray, but rather than going through to Mitchell, I turned right at that building, and came out on 207 at Richmond.

What you have there is a perfect picture of downtown Waterman. That road you took to 207 has a well preserved Logging camp off of it. It is on private property and the owner is serious about keeping people out. I was there on business and before I was allowed access to the property I had to surrender my weapon. I was allowed a few minutes to walk around the camp but no camera. Looked like the loggers just picked up their boots and clothes and left everything else.

Near here, by any chance?

And yeah, I have never before seen as many "No Trespassing" signs as I saw in the four days I spent in the surrounding area.

Looks about right. There were Multiple buildings with a main "street' between them. Probably doesn't look the same as I saw it since it was around 1988 the last time I was there. As I remember we went from Mitchell to Waterman and turned left. We then turned Left again through a gate. The camp was a ways out that road and on the Left.
