Wow, I though it looked familiar and knew the road name, so I checked and the internet said there was a Zumwalt school building still standing...
The upside is that I got to look at lots of the beautiful pictures on the net of that area. The Joseph creek / Zumwalt rd route from Lewiston to Enterprise is a local dual sport favorite. Now to find a picture that thetourist wasn't sitting next to me when I took it.

Ps...Little history..Minister Christopher Peter Zumwalt built and started the school as a church in 1902...I believe the last year as a school was in 1929...then in 1960 while it was still standing an east coast Professor [?] Elmer Percival saw the closed school and started the "University of Zumwalt" with classes in 'Sourdough Science, 'The Spiritual Significance of Livestock and the Scraffito of Basque Sheepherders'....it was a popular venue and "guest lecturers" include Louis L'Amour and Sky King [you have to be my age to remember him]...it seems the school collapsed in '80s... School is out
With the picture of the building I would have still guessed the Zumwalt road area, but I know that doesn't look like a school.
My great uncle lived in the Wallowa area for most of his life, being born on Joseph creek, and worked as a shepard for quite a few years in the early 1900's, and was living on Wallowa lake in the 1960-1970 time frame when I knew him . When I ride across those areas I always imagine him living in the little shepards wagon all summer taking care of the sheep. I did see that the Nature Conservancy has bought about 33,000 acres of the prairie so it won't be getting McMansions sprouting up on that part of it. Clue: Craig, your Idaho lake guess is wrong. River I am sure Wallowa has been within 200 yards of the road I was on as have a large percentage of the riders on PNW advirder .Very very likely you have been there also.

and the road you described is in two. Friday I was thinking about going over to Boggans' for lunch yesterday ( heated gear needed at the top of Rattlesnake Grade probably) . Got sick and didn't go anywhere other than Pierce in the car. Only 18" of snow there. So we have eliminated several hundred thousand square miles.

Roy,Roy,Roy!
You are killing me here! Not even a WAG..is that the Clearwater? [I have never seen the Snake that low; but it kinda looks like the campground at Hells Canyon before the Kleinschmidt]
Old brain is mushy! Ps...I should have guess about the family connection to sheep...
