Not on NF land, it's on BLM.
I see the road is not named on the benchmark map so I will take the nearest "Town". It's one of those Idaho towns that is really just a ranch.

looks a little like Fields Creek road crossing the East Fork Owyhee River?

I was thinking Reynolds also, but agree no Reynolds Res.

The little reservoirs about 2.5 miles north of Reynolds, off-stream storage, are Tyson and Junayo Ranch. Junayo doesn't show on the quad map.

Reynolds is it, the picture is on what is commonly known as Democrat Rd. I believe.
