Perhaps you need to back up. This whole thing started with the fairness of penalizing folks who played no part in the crime. You can go back and read my original suggestion for a more functional penalty than they have to live with. It is not far back.

The program is not punished by forfeiting profits, the institution is. They go on as they always have. Not that hard, if you think about it. In the long run, it would probably be less harmful to the program. The university on the other hand, would have had to make some changes. Unless their basketball program takes off.

in that scenario, how do you fund womens sports and stay title IX compliant?

I don't know, this kind of stuff is more par for the course for college athletics. I honestly don't know where the CSM/Sports line is, but this seems to fit here vs the other Sandusky stuff.
