2015-16 Legislative Bills Related to Motorcycles/Motorcyclists

  1. SB5627 ORV Discover Pass exemption
  2. SB5198 - Limits mandatory helmet use to persons under 18.
  3. HB1244 - Addressing motorcycle rider liability for actions required of helmet manufacturers.
  4. HB1515 - Modifying the operation of motorcycles on roadways laned for traffic. (Lane splitting bill)
  5. SB5228 - Adjusting the maximum speed limit for Interstate 90 in rural counties.
  6. HB1160 - increase the penalty for dumping up to one cubic foot of litter from $50 to $200.
  7. HB1582 increases the fees associated with traffic violations.
I'm sure there are many others. Please add them below as you find them.

MOTOR VEHICLES - AUTOCYCLES - Amends and adds to existing law relating to autocycles to require compliance with motorcycle plate, tag, registration and insurance requirements and to provide that autocycles are exempt from motorcycle endorsements and helmet requirements.

2. H0129 http://www.legislature.idaho.gov/leg...2015/H0129.htm
Amends existing law to provide an exception to a prohibition of operation of certain vehicles and motorbikes on controlled access highways, to provide that the Idaho Transportation Board may designate sections of state highways over which specified vehicles and motorbikes may travel and to provide that specified vehicles and motorbikes may travel upon and cross certain portions of non-full access-controlled state highways unless closed.

SALES AND USE TAX - Amends existing law to impose a sales and use tax exemption for sales of motor vehicles, trailers, vessels, all-terrain vehicles, motorcycles intended for off-road use and snowmobiles to nonresidents from states not imposing a sales and use tax, for use outside of this state even though delivery be made within this state under certain conditions; and to provide for distribution of these moneys.

This one could be of interest to you Washington residents.

There are other states in the Pacific Northwest?!! Yes, of course this is welcome here. All bills are welcome, but I can only keep up with WA-specific items in the top post.

Oregon senate bill 533, allowing motorcycle and bicycle riders to go on red after a cycle of lights has occurred.

This bill has passed the senate unanimously, someone educate me on when this would be law?

Oregon HB-3011

I see that HB-3011, a bill allowing people to pump their own gas in counties of less than 40,00 residents passed the Oregon House with a 60-0 vote.

Idaho News

Oregon News

It seems this was started by the owner of the station in Fields.

I don't remember ever having anyone else pump gas into my bike in Oregon, even though the law says they have to. But maybe this means that the Fields Station and some of the other small towns will have a station open later. Pretty sure the automated pumps are not cheap, so will have to see how it really affects gas availability in the rural areas.

Just as an fyi, in 2001 the motorcycle exemption was put into effect. We haven't had to deal with folks filling our tanks for a while.

And now I understand why one of the attendants some years ago was so incensed with me for walking off after I unlocked the tank cap. I thought he was just being lazy.
