Yes, its frustrating. My accuracy seems to have improved, but now I rarely get an actual damaging shot without shooting gold. Most of my arty score is now in supporting damage, not kills.
I think something had to be done though, as it's refreshing to only see one or two arty per team. I've noticed that rounds tend to last a bit longer this way.

We had positions in the wide open....and we sat there in hull down depressions and took our shots and won the game.....something that could not be done with arty on the map. It was classic tank on tank battle, we did not move execpt to gain a better postiton to fire from. Bottom line is that arty forces players to hug houses, bolders and not exploite the features of the entire map and game. I really think that wargaming has finally seen this and are intrested in having a game where the teamwork and skill of the players wins the battle not just who has the best arty players on the team. I am more happy with the game, I also like that the arty is a little more thin skinned...there is a reason they are far behind the lines....it had a motor and tracks to move easy ie run away....not to play TD.
