I don't know or understand the rules, I see that Todd Smith & Matthew Fish starts with the front riders but in the total they are way back. Could somebody with more knowledge give a explanation.

Yes Todd Smith has been receded into the pack for a 2nd time mainly due to in part because of the safety aspect of it. Faster rider coming up on a slower rider.
Just on Todd Smith does anyone know why he didn't complete leg 2 ?

He failed to complete LEG 1, failed to complete LEG 2, did not start LEG 3 (team effect repairs to the bike) effectively giveing him 3 x maximum LEG PENALTIES ( 3 x 12 = 36 Hours) + 45 minutes for exchanging the motor after Leg 1: Which is an overall total 36 hours 45 min (all acredited penalty time).

... and yet gets "re-seeded" to start in pos. 4 for the start of LEG FOUR...?

All I can say is Art. 7.12 and Art. 8.2 are in a battle with themselves

Leg 3 of the Australasian Safari contained a huge 410km of competitive stages that were among the most extraordinary in the event’s history – and competitors ensured the action was also spectacular.

Motos


Jake Smith continued to lead the motos at the end of Leg 3, with an 11-minute difference but he shared today’s stage wins with Rod Faggotter and Warren Strange.


Smith was tired at the end of a long day.


“The first stages were very tough it was hard to navigate and find the way in the sand dunes. I got lost a bit in the third stage and undid all the good work I did this morning so I’m a bit disappointed but looking now to tomorrow.”


Faggotter said had a few up and downs.


“The bike is great, but I got lost in the second stage. Thankfully I made up time in the last stage and redeemed myself. The beach section was fun riding along the waves,” he said.


Matt Fish got a bit too close to the water. 40km into the first stage when riding along the water’s edge and following the tracks, he was hit by a wave and crashed. A second wave dragged him and his bike along the sand. His mechanics are working to get the bike back on track tomorrow.

Itsnot worth the injury potential to use second hand equipment. There is no cheap way to do rallying ,if there was we'd all be doing it.
Its hard enough to finish with new gear ,let alone scrimping on essential items.
