I kinda doubt it could carry two people. DAMN ATTRACTIVE GROUP OF KIDS THOUGH!

Look's like she's 'hanging on' to hubby behind - - rather than the guy at the handlebars. Makes sense - not much else to do since its just a stationary photo-op.

In a quite different scooter -- notice where THIS "passenger" is looking? Maybe its painful (to the rider) to apply hard braking:
