California steals millions for OHV use

California stole $54 million for OHV use & park maintenance. Here is the gist of it;

"State auditors found the extra money in two funds, one intended to finance the purchase and upkeep of properties for off-road vehicle recreation, the other for general park maintenance and restoration. The money came from user fees, rentals and fines."

I've always suspected user fees, tab fees, etc have way too little oversight and are used for other purposes.

Kinda like here! So now to make up for it they will come up with a yearly pass for you to pay and then that is one more thing to add to the list of ticketable things. Which i buy the pass or quit using the areas! Give you the shaft knowing youll pay again for land you already pay for! Good luck, i forsee johnson valley closing!

they didn't really steal it, the money is still there

This happens in most states with an OHV fund. Legislators see that money sitting there not being used and find a way to take it for their own projects, etc.

In my mind "California steals millions for OHV use" is telling me that California stole millions (from who knows where) to fund ORV use (which to me is a good thing).

More info:

The surplus money consists of $20.3 million in the Parks and Recreation Fund, and $33.5 million in the Off Highway Vehicle Fund, which are the two primary operating funds at the agency. This money was not reported to the state Finance Department, in contrast to normal budgeting procedures.
The department sat on the money for unknown reasons even as it carried out, over the past year, the unprecedented closure of 70 parks to satisfy state budget cuts.

They sat on the money because they didn't want to spend it for the legislative/intended purpose, but couldn't report they didn't spend it because that would have gotten them into trouble for not doing the will of the legislature. I'm sure they were hoping they could eventually use it for other things... like monuments to Gaia at the berm in front of roads closed to ORVs.
