A little help please on 1982 honda cb900c charging issue

Have a cb900c. Bought it, rode it 1.5hr home. Next day dead battery. Got new battery. Checked voltage running low & hi rpm. 11-12.5 volts max. Headlight was weak too. So I thought, burned out rotor. Ohms test 0.1-0.2. So I send rotor for rebuild (retested at 4.9, thank u tim parrot) and get new rectifier. Install it all, and measurement is 11.5-12.5ish running at low & higher rpms (above the 1,700 rpm mark like Honda says it takes to charge battery). Bike should be hitting near 13.5-14.5 above 1700 rpm.
Now, I tested stator before, there was continuity between wires like randy cycle says on YouTube tutorials and manual says. Apparently stator failure is less common.
So what now? Bike does have a windjammer and side cases with lights from era correct aftermarket times. I don't feel that would require that much extra voltage to cause low readings.
What do you think, just get the $75 stator? Try that and then come back here if it doesn't work? Or does anyone have any other suggestions (besides checking ground wires and connections etc)
Whatever u have may help me or if you went through same deal with like a cb750.

Thank you all, I do have manual, I will retest system. Hopefully its just the stator, bc that all that's left to change

Brushes

I know you checked resistance through the slip rings, did you check resistance through the brushes ?
Remember, this is an exited field coil system. Do you actually have power going to the brushes ?
Also, like you said, stator failures are very rare.
If you have one or less ohms between the yellows and infinite between the yellows and ground it should be ok.

Bike has all new stator, rectifier, and rebuilt rotor. Then I got out my common sense and checked fuses. They were all jacked up. Wrong ones everywhere wrong size etc. the PO even put a copper wire in place of the main breaker blade fuse... Stupid, so I put oem one in .... Bike is charging and running like a champ.
