The only "offical" reasoning behind the general prohibition of splitting/filtering in the US that I have heard of is because commerical vehicles are allowed to be 102" wide vs 96" in most other places.

California builds their highways and freeways wider than most other states..................

I agree,Ive ridden singletrack for years,hitting trees is a no-no,nearly hitting them is fine,gotta know the difference.
