i grew up in philly . this is just another reason why philly is the armpit of society. cant catch the aholes with out hurting inocent people . cops cant chase and then when there impounded the homies go to the auction and buy them back..

My guess is that they don't bother buying them at auction. Plenty more free ones out in the suburbs.
