I have tried spray bomb over powder coat... It doesn't adhere directly and easily flakes off. You might try an intermediate layer of primer, but I haven't tried that.

There are a lot of variables to make spray bomp paint stick on any surface not just powder coat, but generally clean the surface with a solvent prior to doing anything, then a complete wet sanding the old surface with 220 to 400 grit wet dry paper should done. Grit choice determined by surface finish needed. Primer can help but it must be compatible with finish coat. Mist coats first then regular coats and apply at proper temp with proper drying between coats are just some of the variables. The choice for the top coat ( brand and chemistry) is another variable that will effect the out come. The clear coat adds another variable and it must be compatible with all, the prior applied products brand and chemistry help to avoid bad things from happening with spray bombs then switching to auto clear coat. Is the clear going to in spray bomb? It may help if it the same brand. If the parts are valuable test panels would be a good idea.
