Identify this Aftermarket Part, Please!

Inmates, unite!

I bought a bike and had it shipped to my house. It was perfect and as-described, except for an unknown part hooked to the handlebars.

Can any of you identify this part? I want to know if it's for a mobile phone or a GPS so I can buy the applicable attachment to fit my own gear.

I emailed / texted the seller, but evidently he's "done" with me because money, title, and bike ownership has been exchanged.

Whatever it's for, must not have been that great if the PO couldn't be bothered to keep it.

Yep, it looks like it.

Appears to me that it's not really worth saving or trying to find parts to make my own gear work.

It's that, I had one. I didn't really like it so I sold it locally for 30 bucks..
