Jotagas, curious about these. Are these the bikes which were being made in China?

nope not (currently) China... Spain (like most trials bikes)

I ran across a reference on a UK and wasn't familiar with them. Wasn't there a Chinese bike in development?

I think you are thinking about Xispa also XPA kind of a Sherco knock-off.
