Tomberlin 150cc scooter starting trouble

My friends scooter only has about 400 miles on it and he uses it to ride around pits etc.. He tells me sometimes it will start immediately when using the electric start. Sometimes if he cranks it over and doesn't start it will wear battery down and not fire. If that happens and before the battery dies he sprays starting fluid and it starts right up. I haven't looked at it yet but it sure sounds like fuel delivery. Anyone care to chime in on a check list of things to check to get this scooter starting all the time?

Once scooter is running it starts all day no problem. It's just when it's bveen sitting and only once in a while. Wartdie

Sounds like the float bowl goes dry when it sits.
