If things are in order wih the title you should be able to just get by with paperwork. If not have your folks register it and then gift it to you and get the title that way.

Now keeping it in a different state could make insuring it difficult.

The folks are not Georgia residents so that won't work.

I think buy a bike there, title and insure in WA is the way to go.
If it comes to an inspection I will try a different agency.

Personal experience. I bought an XR200 from Oregon and had to get it inspected. This happened to my dad as well with a Harley from Idaho. Both purchases were probably about seven years ago. I went to the local WSP about two weeks ago regarding an out-of-state purchase issue on a bike I sold to a CA resident and I heard the same thing at that point (It's where I got the $65 figure).

BUT

Now that you've rattled my brain a little bit I remember I bought a CR500 from Idaho last year and I just did the title transfer at the local county auditor. This was even on a hammered greasy title that was just about illegible. Maybe things have changed? Depends on the locality?

Moral of the story - go with the more recent info.

Hi HH, the last two bikes I bought in Oregon I just took the titles in to the local C of C[down town Woolley] and and had it done in a few minutes.
