Well, he's saying he never saw any doping (and again doesn't answer the question about whether he doped) but if you read the link in one of the comments in the below article they seem to identify him as un-named rider #15 who Levi says told him he doped.

I suspect its going to hit terminal velocity to hell when/if SCA promotions files lawsuit against LA in order to get its millions of dollars back now that it's apparent LA lied under oath during their 2005 trial.

Meh. Drugs may have enhanced his performance but the guy is still an unbelievable athlete and it's sad to get the impression that some of you are absolutely giddy about the whole ordeal.
