Well, he's saying he never saw any doping (and again doesn't answer the question about whether he doped) but if you read the link in one of the comments in the below article they seem to identify him as un-named rider #15 who Levi says told him he doped.

Meh. Drugs may have enhanced his performance but the guy is still an unbelievable athlete and it's sad to get the impression that some of you are absolutely giddy about the whole ordeal.
