Why Does the Number of Pages Accessible in a Forum Vary so Much?

Occasionally, I like to browse through really old posts in various forums. It's interesting to me to see how topics and the voices of those who post have evolved, but it's relatively infrequent that the entire content of a forum is viewable.

Why is this? Server capacity? Bandwidth? Power band?

Just curious.
