You are correct, darn triumph owners forums haha Looks like its just parts but complete bikes possible down the road. I personally don't care, it just seems odd to me if that were to be the case..odder than say the Honda 599 being a european bike as its assembled in Italy, etc.

For maximum "in-country" content, you'll need to go with Ducati or Moto Guzzi. Maybe BMW, excluding the singles.
Everyone else has world-wide parts sourcing/manufacturing.
