Check out the Stella tuning thread for more info on dialing them in so they don't. If you have any more questions about the 2T's and carb setup, I"d suggest PM'ing Bueller.
Otherwise, the 4T bikes follow conventional combustion processes. With the exception of the Bajaj Chetak, they put the power to the wheel through a CVT, which could be part of the troubleshooting process.

My scooter doesn't surge
I've never met you Steverino, but from what others tell me about you I don't believe any scooter you get on will surge. In order to surge they'd have to have enough power to actually get you moving first
