Various police worldwide used to call themselves "Gendarmerie" https://en.wikipedia.org/wiki/Gendarmerie#Gendarmerie_forces. Comes from the old french "gens d'armes" = "guys with arms".

Is that from an old Maico calender? The company disappeared more than 20 years ago and the bike looks even older.
