Speaking ex cathedra from my belly button, I believe the repeat DWI offenders are alcoholics. As such, they will not change their behavior (stop drinking) until they hit such a low point that at penetrates the fog. I/you/we can't make them stop. I almost married one, married another, and you simply can not talk to them about their problem. They'll rationalize it away, "I was just tired", "He wouldn't have pulled me over if I didn't have a headlight out", "I don't have a problem and I don't want to talk about it", "So I like to drink, so what? It's not like you never have a beer!" onandnonandon.....
The motivation to stop drinking has to come from within them. You can't make them stop.
That said, there's GOT to be a way to stop them from driving again. Multiple DUI convictions shouldn't happen. Jail time would be a deterrent, you'd think, but it's not. Maybe a personal transponder that alerts the police whenever they move above 5mph.... but they'd just cut the ankle bracelet off and leave it at home.
FWIW, I'm against random DUI stops. Here in Washington, they've been found unconstitutional, which I agree with.

I don't know about where you live but the United States has all the Government and laws we are EVER going to need. <?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:eek:ffice:eek:ffice" />

Best thing we can do is defund the Government as much as possible, it's become a parasite slowly killing our great country.

What was the Land of the Free and Home of the Brave is now, Jurisdiction of the Government and Residence of the Politically Correct.

We could eliminate a full half of our current government and be better off.

Our courts and legal system suck. The rich get off and the poor get screwed. Way too many unelected bureaucrats telling hard working business owners what they can and can't do and armed roving tax collectors posing as Cops. Protect and Serve is a joke it's more like Tax and Waste.

1/3 of the people living off the Government - 1/3 of the people working for the Government and the other1/3 paying for it all doesn't work for me.

If youÂ’re too stupid, drugged up are just irresponsible to be free fine - just don't impede my freedom because of your short comings.
