I'd be confident to say it's a sidevalve 1200 "U" model made between 38 and 47 or thereabouts. Perhaps a police or military spec model, just guessing there.

I think you may be right. Closer examination of the brake lever tells me VL, likewise the distinctive shape of the air intake - VL, and the large diam wheel size should make it VL. I should have known from the get go in that i bought a rusted non runner 35 when i was fifteen, my older brother completed the work and used it for many years as a classic rally bike and sadly sold it about eight years ago due to a divorce wipe out.
Harley VL: 1200cc flathead. All HD OHV models have the carb on the starboard side.
