I know that a Nav VI on a RTwc will allow playing the bike audio sources, while being able to use the phone. I also understand you can control playlists of songs loaded on the phone or on an iPod plugged into the bike inside the dash cubbie hole.

But can you play a streaming service? I mostly listen to Apple music lists and stations, and Pandora stations. Can I play those from the phone, to the GPS and to my helmet speakers? Or am I limited to the bike audio (radio and XM) and a downloaded song list?

Depending on your headset you can stream direct to headset from phone, ipod,or other BT device.
Your GPS can act as a hub,but may take a bit of effort to get pairings straightened out.
Try pairing GPS to headset, pair streaming device to GPS.
If you do this, most folks recommend deleting all existing pairings on GPS and headset first. That seems to eliminate at least some pairing problems.

Garmin just released software update 4.90 for the Nav VI, supposedly fixing a long list of issues. Best check the release notes in Garmin Express to see if it affects you.
