The supplemental clue iced it for me, assuming I've guessed right!

I took ali to a buddies down on the Rappahannock where we get together on Wednesdays and play music.

One of these signs is nailed to a tree. Ali is hiding at the base of other.
1: This road Parallels one of three State Scenic Rivers that are within the tag boundary for a short distance. The tag is much prettier in the day.
2: Its also Just East and North of a populated place in another County that shares the same name as one of the seven related Sioux tribes.
3: Three digit number equals "12"

EDIT: An inmate PM'ed me regarding the clues and what he has found...and it didn't quite add up.
I forgot to mention I found a glaring error on Google maps while putting the clues together. Compare with another map. Two of the three clues will still get you to the location. Extra bonus points for figuring the error.

Ali: I hear you!

Clue: Ali wanted to go to a Terminal. I said I couldn't, because the engine on the bike wasn't running properly. Ali understood, and said "how about another Day." I replied sure, and decided to leave Ali at an ironworks that sounds like it is run by a greeting card company.

Grab! Intersection of Day St and Terminal Rd in Lorton.
Kid on back of bike: "Geez, daddy Ali is pretty dirty."
Ali: "Why don't you give me a bath then. I'm frustrated as I don't get to play in water as much as I would like."

So Ali took a little swim with the fish. This is just before Ali jumped in.

Ali: I hear he is really good in concert.
Me: He is. I've seen him a few times. I once saw him with Ted Nugent. That was an interesting concert.
Ali: I overheard the workers at the iron plant saying he was in town tonight.
Me: Yes he is. I'm actually going.
Ali: Can I go?
Me: Yes, but I can't leave you out play that long. So, I'm going to give the other taggers a chance to get you before them.
Ali: Do you have to? (In a whiny 4 year old voice).
Me: I feel obligated to do so. But I will compromise!
Fellow taggers, it is a great day out. If someone wants Ali before the concert starts, pm me and I'll leave him in a hidden spot in my driveway. Otherwise, if you want a drink and some food drop by my "tailgate" vehicle. Probably one of the biggest things in the lot. Then you can take Ali. We are normally parked by the handicap area at jiffy lube with other RV's and buses full of drunk 20 something's (very entertaining to watch). Oh, look for this:
Parking lot opens at 3:30 and we should be there right about that time.
Otherwise I do have a tag place ready. But if Ali wants to watch Toby, I feel obliged.
