Looking to put a factory low fender back on the 950 Adv. Anybody have one they'd want to sell. I would need all hardware etc.

It doesn't matter. Someone could hand you a blank title and that is the transfer right there. The DMV isn't in the business sherlock homes sig check. Although, hypothetically, having the PO sig on the title makes it easier to make out the bill of sale.

I think it is different if the vehicle is from out of state and being titled in CO by the new owner. In that case the local police (or the sheriff) have to come over and check VIN etc., and for THAT you do need a bill of sale. Or at least I was told I did last 2 times I did it here in Colorado.
The most recent was on a wr250r from NM.
In any case it is worth calling and asking before making assumptions.

When I moved here from CA, I had to do a VIN check at the Smog place, then transfer my title and get registration. It was plated in my name so BOS not an issue.

I don't think anyone is questioning that. It's just a matter of a paper trail that will make the Man happy so no hassles/delays getting on the road.
In my own mind, I'm wondering why you didn't do that and if this reflects any particular mindset going into the project. It's also extensive work and while that is attractive, knowing it has all been shaken out would also be attractive. You don't mention how much you've ridden the thing----off road only I gather.
Frankly, if I had some cash I'd be interested, I need an off road ride.

20 years ago I had a CBR600F2 I needed some right side fairings for. I was doing some work in manhattan and decided to call around to some bike shops because stuff was so much cheaper in the US than in Canada.
I called a bike shop in East Rutherford NJ...
"I'm looking for right side fairings for a CBR600F2"
"new or used?"
"used would be cool if they are perfect"
"red with white stripes"
"ok, call me back tomorrow and I'll see what the guys can find tonight"
That's not the issue here. Seller is selling a bike he does not have title to in his name, and title is to the Prior Owner in another state, just not filled in to him. My understanding is ANY vehicle bought out of state, to be titled in state of CO by new owner must have bill of sale (and also VIN check by police at same time). If I am wrong I'd like to know as I was told this by DMV types here in CO. This was in Chaffee County BTW.

I used to skip titles often, DMV has caught on and refused to process titles to buyers the last couple of years. You'll have to transfer title into your name, but you don't have to buy plates.
