    It doesn't look like a Velorex to me. The Velorex frame does not extend that far back from the wheel. Plus this thing looks far heavier.

    Is the river tidal?...If it is, maybe get the local BSAC scuba club to go and recover it , they love that sort of thing. Even if its not submerged, they still may be interested in recovering it for a few beers.:1drink
