They just recently finished paving the new Manning bridge..Riggins is trying to save part of it for the city park...

Looks just like 30 miles of the Klickitat river. :)
Oak trees make it look like Umpqua or Rogue River.
Your looking for a historical connection in a East side type oak setting. The Barlow road does not cross anything that size with oak trees around it or the Oregon trail unless your somewhere in the blue Mountains. Guessing a old bridge site or mill but so many places like this.
Looks like the Tietan River along NF 415 but can't think of any historical significance there.,
The historical bit is probably considered modern history of one hundred years or so. It's also a Wildlife Refuge although I think the part that is the refuge is very small. If it's not guessed by late afternoon I probably add another picture.
Klickitat County Park just out of Lyle??? WAG, because your last photo looks just like that area. Also has the old Goldendale rail line going though it along with the Balfour park and trails just down stream.
You're getting closer but no. Now I have a couple more parks to check out.

Segment 1 of the WABDR. That winding, paved road that runs along a river. You know, the one loaded with tourists who park in the middle of the road.
