I have a Garmin Oregon 650, bought a couple years ago for the public hunting maps that come loaded on SD cards. It works great for that, but I have not been able to load the real base map from Garmin to it so I can use it mountain biking or on the motorcycle. Garmins tech support simply tells me it is not compatible with windows 10, this seems like bullshit. Can I get some advice, obviously not very software savvy.

Lots of confusion with your questions.

Never heard of "public hunting maps"? All Garmins only take 1 SD card at a time and always a whole map set on one chip?

The "base map" is what comes installed on the internal memory and is barely useful for main highways and totally useless for MB or MC.

Do you know that you can turn on/off map sets?

I would buy a City Nav on a chip and stick it in.

you can drag and drop the mapname.IMG file to your devices sdcard.

if you don't have it in the .IMG format y yet, you will need to use map install/map manager (Garmin stuff) to get the .IMG file. I'm assuming you haven't tried those two programs yet?

I have paid for the South Central topo 24K download from Garmin. I get errors and it times out every time I have tried to download it. First the tech support told me I needed an SD card that I already have. The second time I tried to contact them, they just said it yeah you can't use that device with windows 10. I have already wasted $100 on a map I can't use. If I buy another chip with the map loaded will I be able to upload tracks to it? The only thing I have seen when I'm hunting is it saves my tracks, but I have no idea how to do anything with them.

Tracks are stored on the internal memory not the SD chip.

You need some sort of application on your PC to talk to your Oregon and to manage all your GPS data like Tracks, Waypoints, and Routes. I and a few other here still prefer and use MapSource but most new users have accepted Garmin's new program BaseCamp. There are also 3rd party programs that many use.

You have a bit of learning, it is not turnkey.

get a charge back from your credit card and use gpsfiledepot or openstreetmaps instead.
