Looks like Grand Coulee dam in the background. Camped there in August. I am having trouble posting from Google photos.

Grand Coulee indeed... What a great campground. Had a surreal sunset over the lake that evening.

Yes and yes. You quoted a couple different locations. The first is Havasupai Point in the Grand Canyon National Park. The second is Tatahatso Point overlooking Marble Canyon on the Navajo Reservation. Both require permits.
