Turns out I need a new sidestand spring for '11 F650GS (lowered). quote from dealer is ridiculous. Is it reasonable to suspect I can get something generic? Does anyone have or know the spring spec (length and rate?)

Take your existing spring to a NAPA auto parts store.
I hope they still have it, but some years back at least they had big display board of "generic" replacement clutch / return springs.
You may be able to match something up.

I don't think any of the other chains have it ... just NAPA (In the USA that is...)

If you don’t have the original spring, just measure the attachment distance with the stand up and go slightly shorter to maintain some spring tension. Any local hardware provider should have something close and if it diesn’t work, you can easily exchange or return it.
