TCU never has a mediocre defense. Texas, however, often does.

they’ve certainly had some very good defenses, and teams, and patterson is a solid coach, but they’ve had some mediocre defenses as well. Giving up 37 to Iowa state isn’t exactly the mark of a non mediocre defense either.
