A friend left a 1975 CZ 250 at my house in the mid 2000's and I would like some opinions on it, is it rare, should I scrap it, should I get it running again. I don't know much about CZ's and I don't really want a project anyways.

Need to see if it turns over, then try to make it run. CZ's are some of the toughest old bikes made.
Not exactly really rare but guys that race AHRMA like CZ's .
Like any old bike it can cost what it's worth to make it a good rideable bike again. This one would look pretty good with a careful cleaning.

As said CZs are not that rare and are popular with the vintage racing guys. The 1975 "coffin tank" bike is know as the "Falta replica" named after Jaroslav Falta a works CZ rider who was one of the top MX riders in the world at the time. This bike has a Bazzani expansion chamber, Mikuni carb, and Works Performance shocks which are all competition upgrades, because of those upgrades I'm willing to be it has had the cylinder ported too. You could get several thousand dollars for it, if it was cleaned up. I know you don't need a project, but it is a perfect project bike. It's worth about $800 to $1,000 as it sits.

Did you ever do anything with this? I know it’s an old thread, but it pops up every now and then and I still wonder.
    Let me know
