Significant discounts on unsold inventory would come in 4-6 months and even more next year. Economy is not likely going to bounce back in 2-3 weeks. It also depends on how many new bikes were produced, how much unsold stuff already out there and how much in denial dealers and factories.
There are definitely good deals to have on mountain bikes right now, which will get even better by November.

In any case bikes are cheap compare to other things, so if you want just buy it now.

In many states you can now go online and print out temporary limited use tags and drive legally in state as long as you have insurance. Most states have extended any expiration date on tags, so I doubt anyone would hassle you as long as you're insured and have some type of DMV doc, but every state is a bit different.
