Is fuel supposed to run down the inside of the carb air intakes?

So, when I was putting the engine back in the bike a couple of weeks back I noticed that fuel is running down the inside of both air intakes from where the silver rods run across guiding the black sliding plates.

    Is that normal?

I took a video. You can't see the fuel very well. ...it's the dark lines going out below where the rod goes into the side, but here it is anyway...

The bike isn't popping AT ALL anymore, and there's an odd smell reminiscent of paraffin (or some kind of light fuel) from the exhausts when I shut the bike off.

I wonder if something is leaking in there, and I'm running way rich. =S

Those are GOOD videos! I guess I'll be stripping the carbs down to clean them and check the float pins once the roads get icy here in a few weeks. I already missed enough riding time this year, not going to waste another couple of weeks wait on new parts. =)
