I have a guy from Quebec who is buying my Ontario bike. Can anybody help with what is needed for him to complete the transfer? Do I just sign the registration over?

Sign reg, give him a bill of sale, keep copies of both for your records. Keep the plate part of your reg and declare the bike as sold out of province with service ontario, last time I went they wanted the license plate back as well.

I would say your part of the transaction will be much simpler than his. He has to get it inspected at a accredited SAAQ facility. He will not be able to ride it there or to get a transit because the vehicle is (unknown). Once inspected, he is good to go the the SAAQ and get his plates.
