It was a shit tackle. He was standing upright trying to hug a big unit running flat out at him. He didn't lead with an elbow to the throat, it was forearm to chest and came up to his throat when he went flying backwards. Any way you look at it, it was a shit tackle.
It may have been a shit tackle, but if you carry the ball with your forearm or elbow raised like some NRL thug, you risk a sanction if it goes wrong.
With this fairly typical weather event developing, with some people known to be killed already and 8 million told to evacuate, I wonder if this may be abandoned altogether.

Japan were on FIRE and then Scotland came back into it and all credit to them.
p.s. very good example of a tackle in the game where the ball carrier went (very) low and the tackler connected with the head throgh no fault of his own. Happy to say common sense prevailed and nobody got their marching orders.
Given the Taff is far from the perpendicular I’d say contact was made a bit earlier. Ball carry is fine.
