Rust/moisture problem or no problem?

    Morning folks,

    I've been trying to get an XR650L working for some time. while having the carb worked on the bike cover leaked. putting the carb back on i noticed yellow rust? in the input port? no idea what you call that but its where the carb sits on the back of the engine. there was moisture there as well that i mopped out. Question, is this an issue? or can i assemble and carry on? not that i will carry on as i've had the bike for 3 years and never had it running yet :) but time is time.

    not rust... that thar looks like a cootie patch, though it may be sputtum. somebody dug a hole and changed their mind?
