Got everything done but this, I think, I hope. Read the instructions, but do not follow. Swing handle bar through 3 full arcs? Back off what 60 deg? Loosen torque back to 10Nm? I'm new to everything here. Just help me this once and I'll never ask again.

swing handle bars through 3 full arcs - move the handlebars from lock to lock three times.

back off what 60 deg - once you torque the bolt to spec, loosen it by a 60 degree turn of the wrench - not quite a half a turn.

loosen torque back to 10Nm - pretty self explanatory.

The adjustment is a hex, so you are backing it off by "one flat" then re-torque-ing...
I'm guessing that the point of this it to seat and settle the bearings by letting them work-in at the higher torque then backing off and snugging down to a reasonable working preload.
