$450? I assume the bike comes with heated grips and a powerlet on the dash.

First: a decent saddle. Going the cheap route, Seat Concepts. $185...or search for something decently used. I've put 20,000 miles on my SC saddle with very few complaints. https://seatconcepts.com/collections/bmw/products/bmw-2008-16-f650-700-800gs-touring

Second: Amazon Fog lamps and a Skene Dimmer. https://www.skenelights.com/online-store/Auxiliary-Light-Dimmers-c22720603 About $30 for the lights...$70 for the dimmer.

Third: Luggage - I like Wolfman Enduro. A 40L duffel and Enduro Tankbag will suffice nicely. Plus two sets of Rock Straps, the longer ones. Shop used and you'll be in for $200.

    So, that's $485.

Fourth: Quad LockPhone mount and case ($75). And a GPS App with downloadable maps ($50). And a Sena SMH10 ($175 or so). And some noise isolating earbuds (Etymotic Mk5 Isolators $65). $365.

Fifth: Suspension - do it right. If you do the forks you will want to do the rear shock too. Figure $750 on the low end for both.

Sixth: Gas, tires and oil. Go Touring.
